The Federal Authority for Identity, Citizenship, Customs & Port Security (ICP) was established in 2004 under Federal Law No. (2) to create the “Population Register and Emirates Identity Card Program.” This program records personal and vital data of the state’s population in electronic databases, issuing Emirates ID Cards containing unique numbers and electronic chip data for various uses.

ICP provides identity verification services to government and non-government entities. It can request data from competent authorities in the state for its objectives. In 2017, a significant change occurred as ICP became the “Federal Authority for Identity and Citizenship,” taking on additional responsibilities like citizenship affairs, passports, foreigner entry and residence, and inheriting powers from the Ministry of Interior in these areas. This transformation marks a crucial milestone in ICP’s evolution.
