The UAE’s Federal Traffic Law: Key Highlights and Fines

Implemented on 1 July 2017, the UAE’s amended federal traffic law aims to enhance road safety and significantly reduce traffic-related fatalities. This comprehensive legislation addresses various aspects of driving and road usage, prioritizing the prevention of dangerous behaviors while ensuring the safety of all road users.


Key Regulations and Fines

1. Driver’s License

Age Requirements:

  • 21 years and above:
    • Initial license valid for 2 years.
    • Renewable for 10 years (citizens and GCC nationals) or 5 years (other nationalities).
  • Below 21 years:
    • Initial license valid for 1 year, renewable as per the rules above.

Ministerial Resolution No. 177 of 2017: Specifies detailed provisions for issuing and renewing driver’s licenses.


2. Mandatory Seat Belts

  • All passengers must wear seat belts, including those in the rear seat.
    • Fine: AED 400 + 4 black points for non-compliance by passengers.
  • Child Safety Seats:
    • Mandatory for children up to 4 years old.
    • Fine: AED 400 + 4 black points for violations.
  • Front Seat Passengers:
    • Must be at least 145 cm tall and 10 years old.

3. Reckless Driving

Includes:

  • Reckless driving that endangers lives.
  • Blocking traffic.
  • Jumping red signals.
  • Sudden swerving.
  • Driving without a number plate.

Penalty:

  • Fine: AED 2,000
  • Black points: 23
  • Vehicle impoundment: 60 days

4. Driving Under the Influence

Driving under the influence of drugs or alcohol incurs severe penalties:

  • License suspension for 1 year.
  • Penalty: Determined by the court (fine and/or jail term).

5. Traffic Signals

Failing to adhere to traffic lights leads to:

  • Fine: AED 1,000
  • Black points: 12
  • Vehicle impoundment: 1 month

6. Distractions While Driving

Using mobile phones or other distractions while driving results in:

  • Fine: AED 400
  • Black points: 4

7. Driver’s Behavior

Violations include:

  • Throwing garbage from the vehicle.
  • Failing to maintain a safe distance between vehicles.
  • Overtaking on the hard shoulder.
  • Crowding at accident sites.
  • Using quad bikes on public roads.
  • Jaywalking.
  • Technical and safety issues, including:
    • Failing to fasten seat belts.
    • Using expired tires.
    • Driving without valid insurance or registration.
    • Driving a noisy vehicle.
    • Transporting passengers illegally.

Fines: Vary based on the violation.


8. Speeding

Exceeding the speed limit by 80 km/h leads to:

  • Fine: AED 3,000
  • Black points: 23
  • Vehicle impoundment: 60 days
